Who is responsible?

I tried to get money from an RBS ATM - didn't get the money but it was taken from my account. Who's responsible for paying it back and how long should this take. Has anyone else had a simlar problem? I'm being fobbed off by my bank and ignored by RBS!!!!:mad:

    Your own bank should complete an ATM dispute form and they then liase with RBS to gte details of the transaction and for RBS to check the ATM receipts tally.

    I think this can be a lengthy process and take between 10 - 30 days
