Gas training required

Hi fellow MSE's,
My Partner is looking for some help of the people in the know!!
He has recently been accepted onto a NVQ gas service and install course, the only snag he is faced with he has to find his own placement. He has tried quite a few places and keeps getting knocked back.
The log and short of it is, as part of his NVQ he is required to compile some evidence. This would be collected by working with a CORGI registered gas person, they are also required to have employee liability insurance.
My partner will work alongside this person for a minimum of 20 full days across 32 weeks, he will also gain some hands on experince andwork towards his NVQ.
The prospective trainer will in effect gain a worker for free for a month, my partner will not require to be paid but he will expect to be taught and gain hands on experince in order to complete his qualification.
He is a mature, hard working individual who is keen to learn.
As part of the training the trainer will be required to sign off his folder confirming he has satisfatorily completed particular pieces of work to a desired standard.
We are based in the North West, any help would be greatly appreciated.
