Refused a credit card

Hi all,
I applied for a credit card online so i could transfer my balance from an existing card, my credit rating is excellent and credit score is 999 out of 1,000, tried to ring and find out why but can never get through or get cut off when i do so, anybody offer any advice as to why it may have been refused ? Thanks
