Tesco Springfield Road, Chelmsford

Daughter's car was parked at Tesco Springfield Road, Chelmsford. Her V5 has not been updated since she moved house about 18 months ago. I have advised her to submit form V62.

She now has a letter from DCBL on behalf of Horizon Parking asking for an unpaid parking charge of £125. Date of contravention is 05/07/2026. Reason is "Failure To Validate For The Duration Of Stay ANPR"

There are pictures of her car entering and leaving the car park. There are no timestamps. As I understand (and confirmed by Google Street View) there is no obligation, and no facility, to "validate" the registration number.

I have suggested her first step is to contact Tesco customer services to get the "fine" cancelled, plus to ignore any comms from DCBL until a notice of court action arrives.

She can and should update her V5c ASAP on the DVLA website, its a legal requirement, as is her Driving Licence too ( or risk be fined up to £1000 for each one. )

Correct, plan A, get Tesco or the landowner to cancel the pcn ASAP

Ignore DCBL ( or any debt collectors letters. )

She should not ignore a Letter of Claim giving her 30 days notice, probably from DCB LEGAL by post

She MUST NOT ignore any future Money Claim N1SDT pack from the CNBC in Northampton using MCOL, by post

Sorry, her address is out of date but she received a threatogram from DCBL at the correct address? And she is the Registered Keeper?

  • Yes to both. I believe that when the parking company gets mail returned as "not at this address" they go straight to the debt collectors who can trace the registered keeper.
