UK Parking Administration referred to debt collection
In August I was issued with a parking charge. My daughter was driving and she attempted to pay but the website would not accept the charge documentation details. Several emails to the site about this received no reply.
I am dealing with this as I am the registered keeper and my daughter has returned to Australia where she lives.
I made several attempts to pay, to no avail. Four emails asking for help were ignored. There is no listed phone number to contact the company. There has never been any intention not to pay, just inability to.
I was awaiting further correspondence, and on the 13th October I received a reissued parking charge relating to the August charge, stating that my appeal had been denied (I hadn’t really appealed!) but to pay £60 by 22nd October or £100 by 5th November. I went to the website to pay, and yet again I was unable to as the details were not accepted. A further email regarding this has still not received a reply. I was so worried that I wrote a cheque for the payment and sent it by Next Day Special Delivery to their office in Edinburgh. It was delivered on the 15th of October and I have a photograph of the desk it was delivered to and the signature given on receipt. The cheque, as of today, had not been cashed.
This morning I received an email from Trace debt recovery saying they have written to me once and that I owe them £170. I have not received a letter from them. They have refused to do anything about this, and have said I will be hearing from their legal team as this has been escalated today. I feel as if I am going round in circles. It is not as if I have not tried to pay, at least ten attempts were made to pay online, and I have proof that the letter with a cheque for payment has reached their office.
What should be my next steps? I am finding it impossible to get a response from the company, and have been told that the £170 remains payable. I note that the company is a member of the BPA, but I am considering a letter before action at small claims court as I just cannot get any reasonable response. Any advice from anyone with experience of this sort of thing? I’m not disputing the charge, I just want to pay the damned thing, but have come up against so many obstacles!

Just name the driver to UKPA and give them her Australian Name and Address, using Pofa2012 to transfer liability to her as the driver, from you the RK

This makes sense in some ways as I expect Trace won't be chasing anyone across the world for a small amount. But it is a big swerve from what is normally recommended.
What's to stop any of us doing similar even if it's not true?
If this is done then I would at least warn her on the off chance she does get a letter or something.
