ANPR double dip error and court claim form

In 2023, I visited a retail park on the evening of one day, and then again on the following morning. A few months later, I received a PCN via post, claiming I had stayed overnight. I had not, and I now know that this is called an “ANPR double dipping error”. At the time, I phoned the DCBL up and explained the situation and that there had been an error. I did not hear from them again for over 3 years. Over 3 years later, this summer, I have received further letters from DCBL claiming that I owe them money for this incident. I phoned DCBL up and explained, the man on the phone said that I could send evidence via email. I have photographic evidence of the car parked on the street outside my home during the time they claimed I was in the car park. On the phone, I was told that photographic evidence would be enough, and to send this along with my ref number to DCBL’s email. I sent this evidence and of course was told that my evidence was insufficient and that they would be taking me to court.

Evidence wise, I also have a receipt for the retailer (Currys) that I spent money in the morning. I have a bank statement that shows I was in a different retailer (M&S) the night prior.

This week, I have received a letter from HM courts and tribunals with a ‘claim form’ in it. From reading the newbies thread, I understand that I should now use MCOL to submit my defence. However, I am wondering if it would still be worth contacting Horizon parking to appeal the PCN and contacting Horizon’s DPO regarding the unlawful accessing of my data? Is it also worth complaining to DVLA about Horizon’s unlawful accessing of my data? Or is it too late for these things to have an impact?

Many thanks in advance, I have read the Newbies thread but I am still struggling to piece everything together.
