If there's any sort of gas supply, a Gas Safety Certificate is needed. Not just for a boiler.

What I trying to get across was if the property was checked with in 12 months and the meter wasn't working for at least 13 months wouldn't the person do the check see that the gas meter wasn't working.

I asked if the tenant had paid the gas bill because some have said the meter switches off the gas if the battery dies and some say the meter will still work.

I would of thought if the meter wasn't working would the person doing the inspection terminate the gas appliances and then inform someone?

Just on this point, meter behaviour is inconsistent. We've had both situations reported (gas cut off, gas not cut off) on this forum.

Obviously cases where the supply is cut off tend to prompt the customer to contact their supplier and get it rectified faster than cases where the supply remains live do.
