APCOA Multi-Storey PCN – Does the "No Keeper Liability / Byelaws" defence still apply?

Hi everyone,

I’ve been reading through lots of threads here regarding APCOA and Manchester Airport drop-off zone PCNs, where the standard advice is to appeal strictly as the registered keeper using the "non-relevant land / airport byelaws / no PoFA 2012 liability" template.

I have a situation involving one of the multi-storey car parks rather than the drop-off forecourt. Since these multi-storey areas now operate on a barrierless camera/ANPR setup, I wanted to check if anyone has successfully used the exact same keeper appeal strategy here?

Because people actually get out of their cars and walk around in multi-storeys (unlike staying in a vehicle in the drop-off lanes), does APCOA try to argue driver identity using foot-traffic CCTV, or is the statutory byelaws / non-relevant land principle still a blanket shield that makes keeper liability a non-starter for them regardless?

Would love to hear from anyone who has navigated an APCOA multi-storey ticket at MAN recently. Thanks in advance!

Just Read all the other Airport threads , because if its Airport land ( which it definitely is ) then no keeper liability applies, regardless of other details, regardless of the Airport location , but especially if the keeper was not the driver , which is added to the bespoke Airport appeal if true

Pofa2012 schedule 4 does not apply at airports and never has
