POPLA Appeal for ParkingEye PCN
Please, I need help appealing a ParkingEye PCN at POPLA. I appealed to ParkingEye twice, as the registered keeper, explaining that the vehicle was registered using the QR code at the location. They rejected both appeals and issued a POPLA code, while still offering the reduced charge.
I’ve looked through the templates on the NEWBIES thread, but none of them fit my situation. What’s the best approach or template for this case?
Below are the NTKs I got from PE and my appeal letter to PE
This was my appeal to them
"I am the registered keeper of vehicle Y******F and I appeal this charge in full.
The alleged contravention – “by not gaining the appropriate permit/authorisation, in accordance with the terms" – is factually incorrect. The vehicle was registered on the Parking permit system for this location via the QR code on the 15 July and the system confirmed the registration as successful on screen at the time. T
Parking Eyes does not issue any receipt, reference number, email or other confirmation to the user, and provides no facility for the user to retrieve their own registration history. The motorist is therefore given no means of retaining proof of a registration that the system itself recorded. It is not reasonable to issue a charge based on the absence of evidence that your own permit process is designed never to provide.
The Parking system and your enforcement operation are linked: a vehicle registered on Parking system should be passed to your whitelist so that no charge is issued. I therefore require Parking eyes to obtain and inspect the Parking Genie registration log for vehicle Y....MF on 15 July, and to confirm the registration recorded and its timestamp. The data exists within the linked system and is within your power to obtain.
In the circumstances no contravention occurred, you have suffered no loss, and the £100 charge is disproportionate.
I also require: (1) strict proof of your authority from the landowner to issue and pursue charges in your own name at this location, pre-dating 17 May 2026; and (2) evidence that the signage and permit terms were clearly displayed at the point of parking.
I request that PCN be cancelled. If this appeal is rejected, please issue a POPLA verification code so the matter may be referred to the independent adjudicator."

There are NO popla templates in the newbies sticky thread in announcements, so you wont find any here on MSE parking forum
But
Look through the other popla appeals ( not templates. ) in the Popla decisions thread
To me, the location is sadly lacking in identifying the location, no number, no street or road name, no district, no postcode, could be anywhere

@awuffguy why do you want to appeal to POPLA, where you will definitely lose because ParkingEye will say your car wasn't registered even though you say it was?
What I am actually saying is:
- do not try POPLA
- complain to the business onsite instead
- no paying even if that fails
- it isn't a fine
- ignore it after that
- there is no risk as long as you tell them if you move house and open all letters promptly, then easily defend if they file a court Claim. You'll pay nothing.
PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
