Bexley Council PCN - Wrong parking permit

Hi all,

Looking for some advice on whether I can still challenge a Council PCN.

What happened according to the PCN: Parked in a parking bay without a valid resident permit. Received a window shield PCN. No contravention code is mentioned

What actually happened: I was given a resident permit by my landlord which I assumed was valid to park anywhere on the street where I lived. The parking, in fact, only allows me to park in very specific bays by the block of flats where I lived. I had no idea residential parking could get so convoluted.

I appealed the charge, arguing that I did have a resident permit clearly displayed, am a resident of the area (If memory serves me right, I partially mentioned the address) and I only parked there because all the bays I'm legally allowed to park in were taken.

It has taken them more than 5 weeks to respond, by which time I had moved out of the area.

The next letter I receive, (to the address where my car is actually registered) tells me I failed to make an argument in time and my penalty charge is now the full price.

I appealed again stating that I never received an answer to my appeal, so that does not give them the right to increase my penalty.

What I later found out was that the answer to my appeal was sent to the address where it happened and a follow up letter was sent to where my car is registered.

Now I've received a third letter, rejecting that I didn't receive an answer to my appeal. Penalty will not be cancelled, and the discount will not be re-instated. No consideration was given to my argument that no bays were available at the time. They've attached a letter on how I can appeal at londontribunals.gov.uk, however it still appears I can appeal via the council's PCN portal.

Is there anything that can be done or is it too far gone?
