Go with the advice from people who are far more learned than me, but I'm puzzled how a 17 can't enter a contract outside of a "day to day" contract but can apparently simultaneously have the capacity to cancel it.

Sorry to add another thing but stating this after your original appeal is telling Porkies I would not do that:

    Safety Emergency / Mitigating Circumstances:
The vehicle was briefly stopped due to an urgent safety issue that required immediate attention before it was safe to continue driving. Parking operators must allow for a reasonable grace period and exercise discretion in situations involving driver safety and emergency halts

In England and Wales a 17 year old can enter any contract an adult can, unless statute sets 18 as the minimum age for it. The difference is in whether it can be enforced against him.

I'm a random person on the internet. I hold no legal qualifications and nothing I say is advice.

Thanks all, so am I right in saying I/he should keep it simple with what @MrJenkinsEsq said here?

"PCN [reference]. I was the driver. I was born on [DOB] and was 17 on [date]. Any contract formed is not enforceable against me as a minor and I repudiate it. Please confirm within 14 days that the charge is cancelled."

    Yes. That's the wording.

PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
