Does KADOE Contract allow doorstep visits by DCAs?

Often a KADOE user gets the RK details and when their letters don't get a response/payment, they will engage a Debt Collection Agency to chase the RK for the cash. And the DVLA KADOE contract allows that, no argument there.

Now these DCAs are in many peoples opinion nothing more than scumsucking leeches, but I couldn't possibly comment.[I digress].

My query is Does the DVLA allow the DCAs to carry out doorstep visits [door knocking] when the matter is simply a disputed civil debt thats been nowhere near a court?

Or is it a matter that it's not specifically prohibited?
