Worth knowing what "going to court" actually means here. If you don't pay the FPN there isn't a hearing about the £300 itself. The council would decide whether to prosecute the original offence under section 34, and if convicted the fine is unlimited plus their costs, so the downside is a lot bigger than £300 even if the magistrates were sympathetic.
Check the date on the notice too, some councils give a reduced amount if you pay early.
For next time, a one page note by the till saying where the waste transfer notes are kept and to ring the manager for anything from the council usually stops this happening again with locums.
