He is arguing that the was not told to paint the whole house but only half the house even though he now has scaffolding on the side he said he wasn't going to paint. He is arguing this point because in his quote the house was no.7 (it is 7-9).
but there is no "7". its "7-9". In addition. He has completed the works on the no.9 side of the building
I don't think this is a problem provided your other communications clearly stated it was the whole building, front, back, both sides (not just one). The lack of a '-9' would be seen as a typo or just short hand for the rough location, not a contradiction to everything else that was discussed.
Tongue in cheek, but given he's done the no. 9 side then you could even say okay, refund everything since you've done 0% of no. 7 (rather than half of the contract).
Sadly he is not registered in Companies House.
Not inherently an issue, presumably you're claiming from him personally? the benefit of that is he can't just fold the company and open anew, ignoring the debt to you.. he has to either deal with it or suffer the impact to his credit history for 6 years.
The key is whether you have his address to serve notice. I'd try to get if you don't.
