I don’t think anyone is definitively saying that he does owe the money. I think he needs to send a prove it letter and get a copy of the financial assessment that was done previously and wait to see what comes back.
They can put whatever payment dates they like on it, but the only way they can actually enforce anything is by taking him to court. He needs not to be pressured into paying while he actually properly checks everything out.All shall be well, and all shall be well, and all manner of things shall be well.

Yes he's going to ask for the financial assessment. I think the thing they were saying about reviewing it retrospectively is not true.
I don't think the intermeddling thing is a problem as he hasn't administered her estate it's just 'there'.1 -
And there's definitely a question about why there are bills raised for 2 months after her death!

And for several months before that if she had no assets. As the administrator of her estate he really should obtain her bank records as far back as possible.

When she died she had no assets or a will so my friend assumed that all he needed to do was put the house into his name so didn't apply for probate. Intermeddling is mentioned on the letter.
I don't think anyone has picked up on this. Probate is almost certainly going to be needed - he may find this explanation helpful in understanding the position:

Where a share of a property held as TiC passes by will or intestacy to the surviving owner probate / letters of administration is not strictly required.
