Evidence photos only show registration number for 15 seconds.

Hello, long time no post, but I continue to follow the forum.
A friend has received a PCN from Euro Parking Services. He stopped on a residential service road, double yellow lines, for the purposes of loading/unloading. The PCN claims a period of parking of around 9 minutes.
Of the eleven evidence images, only four show the registration number of the vehicle, for a continuous time period of under 15 seconds.
The PCN states the contravention of 'parking on double yellow lines' even though it is evident from some images that loading/unloading is taking place.
Are these grounds for appeal? NB Euro Parking Services use IAS.

Thanks

    Seconded.

Then sit on your hands and await a court claim next year - or whenever - which is easy to defend. EPS claims are useless, their camera surveillance is covert (that's illegal) and unloading isn't parking.

Show us the PCN and photos, redacted.

Was it caught on CCTV or were the pics taken by some lurking goon on foot with an iphone pretending they use 'MNPR' (which isn't a thing)?

PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

    Thanks Coupon-M!
The images posted above have been redacted to obliterate the registration plate. They cover a period of 12 seconds. All others (which I will post next) do not identify the vehicle.
Yes, it must have been a goon with camera who took the pics.

No vehicle registration number identifiable. Loading and unloading activity fairly obvious.

Was there any signage at the site?

Was the driver a blue badge holder by any chance?

  • Well that template NTK doesn't know what it is does it: Parked on Double Yellow Lines/Cross hatched Bay/Restricted area of the car par, which is it?

They have laid down DYLs which are a recognised indicator as defined by the authorities as a place where you can unload for a short period, if they want to copy parking restriction indicators used nationally they must expect Joe Public to interpret them similarly, if they want a no stopping or no loading area they should adopt the correct indication e.g. Red lines or a hatching.

Those images look to be CCTV to me especially how they have zoomed in and the reference details on them, that is covert surveillance too.

The angle and the date imprint top & bottom looks like CCTV.

    In answer to some questions;

    No Blue Badge.
There is signage, although I'm not clear if it was in the vicinity or readable from the vehicles position.
What is slightly perverse is that there is a parcel locker right next to the DYL's. Presumably the Landowner gets an income from that, whilst Euro Parking Services (installed by the Landowner) can potentially issue PCN's to anyone sending or collecting parcels and taking a bit too long about it!!

You didn't pass a sign - no contract then.

And you are quite right about that Parcel Locker trap. The CCTV will be issuing PCNs to every driver stopping to use it, yet unloading on double yellow lines is 'exempt activity' in the real world of council parking law.

Yep no blips on the curb so loading is allowed no signage to say otherwise, they are copying authority DYLs the motorist therefore would be quite expected they mean the same:

So you cannot park or wait there but it is OK to load/unload, the pay to park marking on the road does not apply and where is the signage anyway.

I would also guess that white blip on the pole in the distance is a CCTV camera again seemingly not referenced on signage. If cameras monitor external spaces, signs should be placed around the perimeter or entry routes.
