You'll only be able to play basic browser or app based games on a budget Chromebook since the budget models would be as powerful as a mobile phone - unless you go right up to the top end ones. You won't be able to play AAA games like GTA6 when it's released though.
Although, you could use gaming streaming services with extra subscription costs.
Re coding, you'd need a Chromebook that supports Linux, and then you can use a terminal window and install stuff like VS code and other development tools via command line. That would be more complicated than a windows laptop though (where it'd would be a matter of performing a download → click to install → click to run)2 -
Have a look at raspberrypi.com and their forums

Also the more educationally focused:
If anything there inspires you, you could learn lots with little outlay. Raspberry Pi computers run various flavours of Linux.

OP you might've been better continuing your previous thread:

That thread did go slightly off topic though.

Depending on the language you want to learn you probably will not want VSCode. If learning Python, which is a great language, you can use Google Colab online. Makes coding in Python easy.

Are you sure you want to go down the Chromebook route when Google has announced its being killed off? GoogleBook will be it replacement and runs a different OS and a very different architecture. Chromebook is basically a device that can only run the Chrome webbrowser, any "apps" are just websites you are visiting. Googlebooks will have native support for all Android apps and are intended to be high end machines -v- chromebooks which were budget friendly lower powered devices.
