Advice needed: Multiple Euro Car Parks charges – never received original PCNs

Hi everyone,

I’m looking for some advice regarding several parking charges from Euro Car Parks.

I recently moved to Newport on 24 April 2026, and all of these parking incidents occurred after I moved here. At the time, I was around 8 months pregnant, and dealing with these letters and increasing charges has caused me a significant amount of stress and anxiety, particularly during an already difficult period.

In each case, I paid for one hour of parking at a Euro Car Parks site in Newport. However, I was unable to extend the parking time.

The issue is that I never received the original PCNs. I have only received letters from the debt collection agency DCBL, by which point the amount had increased to £170.

There are currently three charges that I have been contacted about. I have already agreed payment plans with the debt collection agency and started paying the first two in July. However, today I received another letter about a further charge.

I have contacted Euro Car Parks asking them to confirm whether there are any other outstanding charges against my vehicle and to provide the PCN details via the contact form on their website.

What would you recommend I do at this stage? Should I continue with the payment plans, or is there a way to challenge these charges given that I never received the original PCNs?

I would really appreciate any advice on the best way to handle this.

Thanks.

I paid for the initial 1 hour parking period, and when I tried to extend because I needed to stay longer, the app wouldn’t allow me to do so.

I wasn’t aware that this would result in a parking charge, as I had already paid for the initial parking period and was trying to pay for additional time. I also don’t recall seeing anything that clearly explained that I couldn’t return/rebook within a certain period.

  • I was a bit worried because I’m currently postpartum, and I honestly didn’t feel able to manage the stress of this going to court. Apologies in advance but is there a way for cancelling the direct debits and potentially getting the whole situation resolved without it escalating further.

There are no terms forbidding return. There isn't even one for overstaying. I can't read any of the small print at the bottom at all, which is to your favour.

I'm a random person on the internet. I hold no legal qualifications and nothing I say is advice.

I’ve checked the small print at the bottom of the sign, and there is no mention of a “no return”. I’m now wondering whether the message I received on the RingGo app was simply a glitch, rather than an actual restriction shown on the sign.

I also called DCBL and cancelled the direct debit. They have now sent me the following email:

    Dear X,

Please find attached a copy of the correspondence previously issued by our Client in relation to the unpaid debt. Please note, we do not hold any further correspondence on the matter; therefore, requests for further evidence will not be processed.

DCBL have been instructed to collect the outstanding balance on behalf of our Client. The balance is still outstanding, and you are now at risk of legal proceedings being issued against you.

In the event that a claim is issued against you, further fees and costs will be incurred, and these will be added to the balance that you owe to our Client. Thereafter, non-payment of the claim amount may result in a County Court Judgment being entered against you. This may result in further enforcement action being taken and, in some circumstances, it may prevent future lending.

Should you require to discuss this evidence further, please call us on x during our office hours, Monday - Friday 8am—8pm and Saturday 9am-5pm.

Alternatively, you can pay by card on the secure payment page on the website 24 hours a day. Please note your DCBL reference number is: x

I’ve also realised there was an error on my part regarding my address. I updated the address on my driving licence, but I did not update the V5C. The V5C still had my previous address until today, when I finally changed it. I’m obviously concerned that I may have made things worse by not updating the V5C at the time.

Should I now contact Euro Car Parks directly, and is there any point challenging the charges given the V5C issue?

Any advice would be greatly appreciated.

Just ignore them and enjoy your time with your baby.

Tell your bank to remove that direct debit from your list, or remove it on your banking app if possible. Don't rely on DCB not using it.

I am so glad you cancelled those scam payments.

No contacting anyone but update your correct address on DCB Ltd's portal now. Await any court claim which is what you want and DOESN'T mean a CCJ or a hearing will take place.

Sit tight apart from the above actions.

PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
