Civil Enforcement On-line Appeal

Hi,

My wife has received an NTK regarding an overstay of 13 minutes past a 30 min free ‘allowance’. Issue date of the PCN was 12/08/26, incident date was 07/08/26. We have been away and only opened the postal notice on 01/09/26.

We are in dialogue with the Parish Council, who are the landowner and are supportive to at least get the amount reduced but we do not yet have any confirmation of a final outcome.

I have tried to start an appeal via Civil Enforcement Ltds on-line appeal page using the ‘Newbies’ template. However, the first page of the appeal process asks ‘Are you the driver of the vehicle? Yes or No.’. It will allow you to proceed to the second page without selecting either option. However, the second page then has a drop down list of specific reasons for the appeal. It also allows you to upload documents on this page. I have tried uploading a pdf of the appeal template & not selecting any reason from the drop down box but it won’t allow me to proceed.

Does this appeal process fall foul of any legal requirements?

Presumably I need to email the appeal instead?

You cannot email an appeal.

That is not a route in.

Just choose 'other' or any one at all (and she can admit to driving) because I presume you've checked the NTK wording against my NTK pictures thread and realised CEL (probably) used the POFA 2012, thus there's no point hiding who parked?

Of course you answer "no" to the driver question. You are not under oath when completing their form.

OK, thanks both. I’ll leave the driver blank, use any of the drop down menu items & upload the template appeal then.
