Fees when paying by cc
Is it legal, when paying by cc, for the agent to charge a fee where they state it's for Merchant acquiring fees, payment gateway fee, Specific service charges and VAT and will be between £33.54 and £69.09.

For a personal card fees are not allowable in the majority of consumer trnsactions
But it seems some property rental transactions, which I assume this is, are exempt transactions.

It's actually a new boiler installation and the supplier is uses Tradify for all quotes, invoices and payments

To be clear, is the OP saying that those charges would not be payable if they elected to pay by debit card or cash?

Not specifically stated about application to either credit or debit card. The supplier themselves does offer bank transfer, so not through Tradify

So this is a set of charges that is added to the quote regardless of the payment method. In which case there doesn't seem to be any breach of the regs concerning CC surcharging.

OP seems to be implying (but not explicitly stating) that the cost does vary according to payment method, if the extra fees are associated with paying with a card via Tradify but not applied for a direct bank transfer?
