Parking Charge Notice - Liverpool Marina (Premier Park)

Hi, looking for guidance on the attached, friend was collecting me from the marina where I was staying on a friends boat, drop off limit is 10 mins and went over this by a minute.

Ah, this is the place where Smart Parking were removed and the landowner reportedly offered them £50,000 to drop all the court claims, but was refused. Read the Echo article. It is harrowing what is happening to people but that's at the hands of a different PPC.

Why on earth would a landowner bring in another PPC after that horrific experience?! Wow.

You can either ignore them or go through the farce of appeal stages, where at least you'd see the landowner agreement which can help later.

In your appeal, ask when Premier Park's signs went up and why there were no additional warning signs of a new operator or GDPR privacy notice.

No paying it.

Show us ALL the photos they have online including a pic of the t&cs sign and entrance to the car park.

Is your friend with the boat a "berth holder"? And does that agreement include a provision for parking? Or words to similar effect, eg provision for access.

Re PCN number: 

I dispute your 'parking charge', as the keeper of the vehicle. I deny any liability or contractual agreement and I will be making a complaint about your predatory conduct to your client landowner.

There will be no admissions as to who was driving and no assumptions can be drawn. Since your PCN is a vague template, I require an explanation of the allegation and your evidence. You must include a close up actual photograph of the sign you contend was at the location on the material date as well as your images of the vehicle.

I would also request when Premier Park’s signs were erected and why there are no additional warning signs notifying of a new parking operator or GDPR privacy notice. 

If the allegation concerns a PDT machine, the data supplied in response to this appeal must include the record of payments made - showing partial VRNs - and an explanation of the reason for the PCN, because your Notice does not explain it.

If the allegation involves an alleged overstay of minutes, your evidence must include the actual grace period agreed by the landowner.
