Parking Eye Parking Notice & DCBL HMCTS Claim
Hi All. I have had an on going dispute with Parking Eye since Oct of 2022. I attended a local leisure center for kayak lessons in the pool. Parking was free for 2hrs if you enter your details into the ipad at reception. We entered via the fire escape so didn't see the signage or laptop to input details. I parked once a week for 3hrs for 4 weeks.
A few weeks after i received a parking notice for the first week. I paid the first notice without really thinking about it. I then received one for the second week which I appealed. In doing so I obtained confirmation from the leisure center and kayak club to corroborate the details above. Parking Eye accepted the appeal and refunded the payment for the first one.
During my appeal process i received parking notices for weeks 3 & 4. I told Parking Eye that I assumed that these would also be rescinded. They never responded to confirm but I assumed this was agreed.
Months later i started receiving letters from DCBL in relation to the parking notices for weeks 3 & 4. Initially I responded to explain the situation and they disregarded any points I raised.
It was then that I found this forum and have been referring to the advice and other case studies since. As a result I have ignored all DCBL correspondence throughout. They went quiet for a while and didnt call or write to me so. Then in July / Aug 2026 they have sent a few more letters which threaten legal action. I ignored this then received an HMCTS Claim Form dated 14th Aug 2026.
Based on the content of various threads I submitted a defense citing all the legal points raised by the kind advice from people more knowledgeable on this topic than me. I have received a letter from HMCTS to confirm acknowledgement of the defense which says the claimant may contact me.
DCBL have called and emailed. The email contains 'evidence' showing photos of my license plate from the parking camera.
I am now posting this because I am getting cold feet and really don't want to end up with a CCJ by missing something. My tactic at them moment is to ignore all calls / emails - is this the right thing to do?
Whilst I wholeheartedly object to the tactics taken by DCBL and I dont want to give in, I have alot going on in my life at the moment and would rather not go to court. I am looking for some advice and or reassurance that I am doing the right thing?

You can ignore DCB Limited but, if the solicitor who raised the claim is DCB Legal, don't ignore as there might be important information contained. If you read the NEWBIE sticky second post and the template defence thread, you will see the process and note that you should receive a Notice of Allocation and/or a DQ followed by mediation. Keep following the 8-steps in the template defence thread.

"I am now posting this because I am getting cold feet and really don't want to end up with a CCJ by missing something. My tactic at them moment is to ignore all calls / emails - is this the right thing to do?"Yes - no need for cold feet - ignore stuff from DCB Legal but don't ignore court letters.
Keep following the 8-steps in the template defence thread and you will NOT risk a CCJ and you will get your reward - the inevitable DCB Legal discontinuance.
It WILL come later on!

PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Thanks both for the response. The calls and email are from DCB Legal. There is conflicting advice in the comments... Do I respond / answer DCB Legal?
The email has provided 'request evidence' with time stamped photos of my car.

Ignore them, despite the almost harassment with calls , texts etc
Don't give them anything at this time, just follow the process, the 8 steps

So what you are saying is that by allowing people to enter via another unofficial entrance the landowner is responsible for this, and has actually provided evidence to support this previously, don't get cold feet, you are not to blame.
You cannot just get a CCJ automatically from these halfwitted nasty profit chasers, a clear example that there is no parking management just greed, these should all have been cancelled.

The thread below is a good read if you're getting cold feet

Just for info for others with similar issues… the latest email from DCB Legal is as below. Text copy and pasted from the email. Reference number removed. The evidence reference is photos of my car from the parking cameras.

As requested, please find attached evidence currently held on our file.
DCB Legal have been instructed to collect the outstanding balance on behalf of our Client. The balance is still outstanding, and you are now at risk of further legal action.
If full payment or payment arrangement is not agreed, further fees and costs will be incurred, and these will be added to the balance that you owe to our Client. Thereafter, non-payment of the claim amount may result in a County Court Judgment being entered against you. This may result in further enforcement action being taken and, in some circumstances, it may prevent future lending.
Please note that if you have not already made a payment, then you will receive a call from DCB Legal on the telephone number we hold for you during our office opening hours of Monday—Friday 8am—5pm. Please note, when the call is answered by yourself, you will initially be connected to our Automated Assistant. Once Data Protection is completed with our Automated Assistant, you will then be transferred to the relevant team to discuss your case further.
Please be aware that we will be calling from an 01606 number, so please ensure you accept the call. Alternatively, you can call our office on 01606 539 165.
Alternatively, you can pay by card on the secure payment page on the website 24 hours a day. Please note your DCB Legal reference number is: xxxxxxxx

@Nellymoser thank you for the link to the thread. My case is also following the pattern. The one thing I am not clear on is how the mediation call is arranged if I am ignoring all correspondence?? Is this arranged via the court or direct with DCBL?
1 -
The Mediation Service email an appointment date and time and they phone both sides on that day, like ping pong. It doesn't matter if the person being called misses the call, that person can be someone else, not the defendant
We recommend that the defendant never responds to messages or calls from the lawyers or claimant, everything in writing only
But the defendant doesn't ignore correspondence per se, they ignore anything that isn't part of the standard core process ( there are aspects and stages where a response is required, mile markers )

Yes the medication service a is a Court Service it's not a service organised by DCB Legal.
DON'T be ignoring any correspondence from CNBC or the court. The ignore advice given was for DCB Legal.
Having submitted your defence I assume you're at Step 3 of the 8 Steps you're following, waiting on CNBC to send you the DQ? That's definitely not to be ignored!
