Newborough Beach PCN- advice n

Hi all,

I hope I'm posting correctly after spending most of the day reading.

A friend has received a “Final Reminder” from DCBL for £170 after a First Parking PCN at Newborough Beach. The original PCN wasn’t opened until after the appeal window closed.

Here’s the situation:

  • ANPR cameras are 1.2 miles from the actual car park
  • Single‑track lane, passing places, speed bumps
  • Entrance sign says “30 minutes free parking. Charges apply after 30 mins”
  • Car park sign says “Pay for the time you park”
  • This led us to believe the 30 minutes applied to the drive to the car park
  • App wouldn’t download due to poor signal
  • Joined the queue and paid £9.20 for 4 hours
  • ANPR recorded 267 minutes (4h 27m) including driving + queueing
  • Actual parked time was within the paid period (we believe)
  • First Parking refused a late appeal and didn’t address any of the points raised
  • NRW (landowner) said they can’t intervene, didn’t dispute any points and directed us to their complaints process

Any advice on next steps would be gratefully received. Thank you.

Ignore the powerless debt collectors letters, see post 4 in the newbies sticky thread in announcements near the top of the forum

Come back to this thread if they receive a Letter of Claim giving them 30 days notice, or a Money Claim from the CNBC in Northampton using MCOL

May I direct your attention to this thread about the same site?

There has been a similar case about that site within the last 2-3 months.

Have a search for the thread as the OP on the earlier case has complained about both NRW and First Parking if I recall correctly so you may want to do similar

These posters should be complaining to F1rst (as you have to exhaust their complaints policy first. See the linked thread) then report them with your evidence, to:

    • the CMA for unfair/ambiguous terms and the trap of the 1.2 miles gap, and
    • to the ICO for illegal ANPR surveillance, and
    • to the landowner who are liable for what's going on, which is a clear scam.
PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
