P4Parking (residents parking) Scotland

Two P4Parking charges a few weeks apart at the same location - residents parking in Scotland. The housing association was emailed on 20/08/2026 asking to cancel the charges.

How to proceed with each?

I know there's the newbies' thread, but there are multiple 'if this, then that' scenarios that are hard to follow, not least with the complication of two charges and other life priorities to deal with. I have read various threads so I'd appreciate considerate responses.

The vehicle concerned had last year's permit in the windscreen. (Another vehicle in the next bay had no permit and was issued no charge. The next vehicle along had an even older permit - in a disabled bay with a blue badge on display.) The resident had received the new permit but, like other parking users, wanted to keep it free to use in different vehicles for different visitors. (The resident does not drive or own a vehicle. The resident is disabled. The vehicle is zero tax rated in connection to the owner/keeper's disability.)

The resident has both charge notices from the windscreen. Nobody has asserted or provided evidence of the driver at the time.

Charge 1 issued 11/07/2026 - including 'parking at' and 'issued at' the same time (suggesting no grace period given).

TNC Parking Services Notice to Keeper (dated 12/08/2026, delivered 18/08/2026) having retrieved keeper's details from DVLA.

Charge 2 issued 09/08/2026 - no communications so far since the charge notice on the windscreen. Unsure of details such as time of issue/grace period given.

Resident's email to housing association

Dear Sir/Madam,

I hope you can help me.  I was issued with a yearly a parking permit again for [resident's address].  P4Parking, P[XXX] Residential, Expiry Date: xx-xx-27 Permit No: [xxxxx].
My physical and especially my mental health haven't been great for quite a while and I have been undergoing some treatment.   I kept meaning to stick the parking permit onto the car window. However, the permit became lost under a pile of papers and I forgot about it.  The car has ended up getting two parking charge notifications:

1. Reference No: [xxxxxx]  date of issue 11/07/2026

2. Reference No: [xxxxxxx]  date of issue 09/08/2026

I would be very grateful if you could help me.  Can you please explain to P4Parking that the car had a parking permit but I was not well enough to stick it onto the screen and to please cancel the charges? Also note the vehicle is registered for zero car tax in association with a blue badge issued by the [local] Council and this car is essential for me to be able to get out and about and do things day to day.

With help from a carer the new Parking Permit is now stuck onto the car windscreen replacing the old one.

From reading other threads, I think that the correct course of action would be:

1. write to (P4Parking or TNC???) with the template from the newbies thread that begins "Re PCN number: I dispute your 'parking charge', as the keeper of the vehicle…." regarding charge 1.
2. Either
   1. On day 25 or 26 appeal charge 2, or
   2. wait until Notice to Keeper the proceed as above for 1.

None of the above is worth trying.

It's Scotland, so you can just ignore it. Nothing happens because P4Parking don't litigate in Scotland. Sit on your hands.

There’s only one ‘if this, then that’ you need to understand!

If you don’t reveal who the driver was, then they have no prospect of holding the registered keeper liable in Scotland.

Things may change on that front in future north of the border, but it won’t be retrospective.

I have read that since a legal change, keeper liability is expected in Scotland sometime in 2027 (date tbc), (but not retrospective, as mentioned above).
