Those are monthly limits, so over the period of childhood you could accrue well over £30k if you so desired (assuming basic rate tax payer)

But, to use it as a way to avoid tax (and not use the vouchers), you'd have to collect the vouchers via SS and either not need to fund external childcare or fund external childcare outside the voucher scheme (which would defeat the point of having the vouchers).

But that's exactly what the OP did (or rather, her husband). Obviously not doing it to avoid tax, but they did accrue £17k of vouchers and managed childcare through another means. And with a potential 20% upside if refunds were allowed, Im sure others would consider it too...

I think when my youngest strarted school (and therefore childcare no longer needed) we had a surplus of vouchers though only a few hundred pounds.
I was told a refund was not possible except in exceptional circumstances. The vouchers could be used for some childcare stuff (like holiday clubs etc).
