Parking ticket court claim
I've received a County Court claim from Total Parking Solutions Ltd for £261.52.
The original PCN was £60 and relates to an alleged 54-minute stay where TPS say the maximum stay was 30 minutes.
I am the registered keeper. The claim alleges I was the driver, alternatively that I am liable as keeper under POFA.
I previously attempted to appeal the PCN. I have evidence showing difficulties with TPS's online appeal/payment portal and subsequently emailed an appeal to TPS. I received no response to the appeal.
TPS later rejected my formal complaint. They have provided a photograph of signage showing a 30-minute maximum stay.
I have now received the County Court claim issued 27 August 2026.
I'd appreciate advice on the strongest defence points and whether there are any obvious issues with TPS's Particulars of Claim.
I have copies of the PCNs, correspondence, screenshots of the appeal portal, TPS's complaint response and the court claim

Post the name of the lawyers involved ( presumably its DCB LEGAL. ? )
Also post a redacted picture of the POC from the lower left of the claim form below after hiding the VRM details first
Study the 1st two posts in the defence template thread in announcements near the top of the forum, because you will be using the template
Ps, the original pcn charge was £100, not £60

Were you a patient? Did you just take longer because you were being treated?

No I wasn't patient. My partner has been parking there for ages before the car park changed for the dentist which is on the high street behind it ( they don't have anything to do with practice) . I have done the AOS online today.

Don't be saying any of that going forward ( its no wonder they issued a pcn and claim )
What legal arguments are you thinking of relying on. ?

With an issue date of 27/08/26 and providing you complete(d) the AoS before or on 15/09/26 your defence deadline date is 4.00 p.m. on 29/09/26

Can you provide a picture of the sign(s)? Any defence is probably going to be based on a technical reading of it.
I'm a random person on the internet. I hold no legal qualifications and nothing I say is advice.

This ANPR system seems to have only been installed in January 2026 with a maximum time (vague as it could be 30 min or 45 min) and also a requirement to register inside the surgery or pharmacy. Previously it seems to have been free with no parking surveillance. A change like this requires prominent signage to be in place for at least 4 months I believe.

Total Parking Solutions Ltd do go to hearings, so expect this to go all the way. They can also hold you liable as keeper under POFA, because they do use that law.
Was there a VRM exempting screen or tablet hidden on a staff desk or on an unremarkable wall somewhere in the GP surgery?
As you have 4 weeks to think about the key defence points, go and get several photos of how inconspicuous the exempting/extra time VRM screen is, taken from the doorway as you walk in and the view of it from the seating area (not close up photos).
Also pics outside, of the entrance signs and a close up of a t&cs sign too.
PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
