Which ISPs allow you to swap router?

You’re really asking two slightly different questions here.
With ADSL/VDSL/FTTC, the ISP-supplied box is normally both the modem and the router. If you want to use a more capable router, you either need a replacement unit with a compatible DSL modem built in, or the DSL modem in bridge mode feeding your own router.
With FTTP it’s much simpler. The ONT on the wall is effectively doing the modem/line termination job, so in many cases you can connect your own Ethernet WAN router directly to the ONT, provided you have the correct ISP settings such as PPPoE credentials and any VLAN requirements.
Virgin cable is different again. You normally keep the Virgin Hub to terminate the DOCSIS connection, put it into modem mode where supported, and use your own router behind it. That's not true for the 5x SuperHub used on their full-fibre network, which remains locked down.
