PCS:NTK : MultiStory being refurbed, payment machine indicated no connection

Parked in a Multi story carpark, car park was under major refurb, attempted to pay at machine.
Can't recall exact message (nor pictures of) , but my understanding of the message at the time was that m/c could not get a connection. I put this down to the current works taking place. I didn't see any other machines on my floor (although I suppose there would be others on other floors)
No pictures of any signage, dashcam footage expired, car park 3 hours away from home, MS carpark so no street view images. I have no record of attempt to pay

I read my 1st response should be as per "Template "One Size fits All" in newbie thread
But the PCN does give a reason "No payment made" - So not vague as per the template
It looks like my PCN was triggered via CCTV on leaving the carpark

So is there any point to contest as I have no evidence to back up my assertions

    Which Private Parking Company. ?

That template is definitely the 2nd response, plan B, because plan A is always the first response

I doubt that it was CCTV, more likely to be ANPR cameras

These cases are always worth contesting, in court if necessary

This NTK was the 1st letter I received (edit : no windscreen ticket)

re PPC : Not sure, Creditor is listed as "Parking Enforcement and Security services", Letter shows them as BPA member

re Template : I was referring to this one ( in 1st post of Newbie thread)

I dispute your 'parking charge', as the keeper of the vehicle. I deny any liability or contractual agreement and I will be making a complaint about your predatory conduct to your client landowner.

which is indicated as "First Appeal" - are you saying that's plan B ?

    Which/What is Plan A ?

re ANPR/CCTV : Yes possibly, I only thought that because PCNo starts "CCTVxxxxxxx"

That Creditor, PESS is the private parking company claimant, listed on the BPA AOS members list as using ANPR or windscreen pcns

It may be CCTV if it has that reference number starter for 10

If you look above the blue text appeal, plan B , you would see number 1 , plan A, which says

    1. ALL CASES, EVERYWHERE - COMPLAIN FIRST, ESPECIALLY OVER A RETAIL, HOTEL, OR HOSPITAL CAR PARK:

Always complain to the Retailer very quickly. This is 'Plan A' :

Successful complaints about private parking tickets - how to get them cancelled! <<< CLICK

It can be easy and quick to get these cancelled by a landowner. If the charge was at a Hospital then immediately complain to
PALS (Google it and find their local contact).

    2. ONLY after exhausting the complaints option, then as Plan B, the keeper appeals.

Do you know if things are now working and whether there is an app for paying?

    @Car1980.
I don't know, its 3 hours away, so not easy to check
I thought the car park was undergoing some renovations, but looking at the Google reviews, it seems like its been pretty run down for a number of years with suggestions to avoid, payment machines not working, methods of payments chopping and changing

You can safely ignore PESS and PCS (aka Debt Recovery Plus) who do their back office work.

But show us both sides of the PCN and not as a link please. Two photos in your reply.

PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
