Iceland Chester 2026 - Horizon Parking Charge

Hello, we've received a dreaded Parking Charge for the Iceland Car Park in Chester that's been mentioned a few times on here. I can see a case from a few years ago but it appears they've updated their wording.

For context the car was parked on a Sunday before the shop was open so there were no means to pay. The notice has gone to the keeper and not the driver but I'm confused as to whether the advice in the pinned NEWBIES post applies as this appears to be a POFA case.

Any advice/signposting to the most appropriate wording is welcome.

It appears to be missing this:

9. 2 (b) inform the keeper that the driver is required to pay parking charges in respect of the specified period of parking and that the parking charges have not been paid in full;

But Popla won't be interested.

You could do nothing and if court comes the keeper would deny being the driver and submit that it's not POFA compliant.

I can only see bits of the page so confirm the above is missing because it might be there.

Remember the Act says this, so you'd have to point out that is has to be exact and substantially compliant is not enough:

9(1)A notice which is to be relied on as a notice to keeper for the purposes of paragraph 6(1)(b) is given in accordance with this paragraph if the following requirements are met.

(2)The notice must—
