Civil Enforcement ignore my appeals. What steps can I take?

I hope you told them there are other garden centres who don't charge their customers for parking to spend money in their premises AND you won't be darkening their doorstep again ……. and you will be telling all your family and friends.

Thank you so much. I shall do that and I’ll update this forum with any outcome.
This forum has helped me stay strong so many thanks to everyone who has responded
Update- I have just now received a response from CE which clearly is due to BPA getting involved. In their email they say they did reply by post and they attach a letter dated 6/8/26. I never received thus letter btw. In view of my complaint they are willing to reduce the fine to £60.4 -
Hi again. No success ! This system must be designed to make a person mad !
I tried the suggested email of sara@britishparking.co.uk and immediately received an undelivered note.I then tried aos@britishparking.co.uk which could only help if I go to BPA and obtain and reference number. More links, more info, going round in circles. Found a link to lodge a complaint with the BPA, entered my info, choose one of their options (I choose No reply to my appeal ) but I then have to attach the CE response to my appeal !!! I attached a scanned copy of the original demand. Also I attached my 2 letters to CE and proof of postage for both, ticked the box accepting the Ts &Cs, hit submit and got the message 'please wait'. This was yesterday and the 'please wait' never disappeared, tried again this morning same result. Tried calling BPA but just got voice response to appeal to the company that issued the demand…utter madness
I was at the garden centre again yesterday and was told they can't help. It seems in a staff meeting they were told there is nothing the garden centre can do. Also yesterday i sent an email to the director of CE….not hopeful of a reply.
I don't know what's left for me to do.

I knew that BPA members had a strange email format, just found it by searching the forum, try: -
sara.r@britishparking.co.uk

Write a one star review on Trustpilot detailing your difficulties contacting BPA and poor responses received. You'll see you're not the only one! British Parking Association don't like getting poor reviews and they always reply to the reviewers (CEL don't reply, probably don't even read theirs)

Is this Dobbies? Where?
"
I then tried aos@britishparking.co.uk which could only help if I go to BPA and obtain and reference number."I think you misread that. Sounds like an auto-receipt. Did you read an auto receipt as if it was a reply? Show us that reply.
Just email your evidence of appealing and complaining (and attach your proof of posting x 2) to that email address and also tell them that CEL's appeals page won't 'submit'. And say all you wanted was a POPLA Code so you are now minded to report CEL to the CMA to be investigated for consumer protection law concerns re their handling of appeals.

After 3 attempts I have now managed to submit a complaint to BPA and have received a reference number advising it may take up to 28 days before I receive a response. Now I wait and hope in the meantime I don’t receive a further threatening demand with increased costs from CE. The garden centre is Dobbies

Even if you receive another threatening demand it makes no difference as to whether you should pay

Is this Dobbies at Brighton Race Hill?

latest update on this saga. I sent an email to CE and cc’d BPA .I got a reply from CE advising they did reply to my written appeal and they attached a copy of their reply to the email. This showed a date of 6th Aug stating the demand is still due but if I pay within 28days it will be at the original amount of £60. I replied via email and cc’d BPA that no such letter even arrived in the post to me yet strangely all their demands have arrived. In addition why if such a letter was ever written did they take 8 weeks to respond when I only got 28 days. On top of that I referred them to the 4 month rule that someone on this thread suggested. Once again no response and now I’ve received a further demand this time for £170.
