Luton airport pick up drop off fee help
hi all,
first post on here so I apologies if any of my etiquette is off!
I received a parking charge from APCOA for an airport drop off fee. In the past I have used one of the many very helpful appeals posted here and been successful! Unfortunately this time, I had moved from the address and missed the letters. My previous landlord sent the letter from Debt Recovery Plus, when they had taken over the case. Obviously I missed my window to appeal but I had seen in here you can also use the same appeals in the form of a complaint. I sent the appeal as a complaint to Debt Recovery Plus and also explained that I had moved out of the address, thereby missing the initial letters from APCOA and can provide evidence of this if needed. I also sent one of the appeals from another thread and they replied with this…
“Thank you for your communication regarding the above Parking Charge (PC).
What you need to do now
So I can contact the driver for payment of the amount due, please let me know their name and address. Please let me have these details by 08/09/2026.
What if you do not know who the driver of the vehicle was
As you are the registered keeper of the vehicle, I am assuming that it was being driven with your consent and that you will therefore know who the driver was.
If you do not provide details of the driver by the date shown above, we will continue to contact you for payment of the parking charge on the assumption that as the registered keeper you were also the driver of the vehicle.
Alternatively, payment of the £165.00 outstanding can be made online or by phone.
Go to website (can’t post) or phone 0208 234 6775. You can find full details of how to pay on the reverse of the letter(s) sent.
What will happen if you do not name the driver of the vehicle or make payment
If you do not name the driver or the amount outstanding is not paid by the date shown above, it will be recommended to our client that court action be taken by them to recover the amount outstanding.
More information
Under the Pre-Action Protocol of the Civil Procedural Rules, court action must only be viewed as a last resort. By requesting the driver’s details we are attempting to avoid this outcome.”
Would anyone know how to go forward with this?
Thank you!

Will they not go through with court action?

Well, obviously useless old DRP can't! They aren't a law firm.
Read post 4 of the NEWBIES thread, where we beg for no more threads about DRP letters.
🙂
I see that DR Plus has not passed the case back to APCOA to 'reissue the PCN and pause debt recovery' as the government Code intends/requires (but the rewritten joke Joint Code bulldozed that clause to blame consumers for moving house…).
You should file a complaint to APCOA about that, and tell them if they fail to pause debt recovery and reissue the PCN you will report all this to the Competition and Markets Authority, in line with the CMA's Open Letter to the parking industry in July about the need for 'fair and open dealing' with consumers.
PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

You should make sure that the address on your V5C is up-to-date and also you should advise the parking company of your address for service and require them to inform all and any of their agents and sub-contractors of same. You don't want a N1SDT claim form going to an old address, where you will never/not see it.

Thanks Coupon-Mad! I emailed a complaint and received this response…
“Good Afternoon,
Thank you for contacting Luton Express Drop Off Complaints Department
We sincerely apologise for the delay with our response time. Due to a high volume of contact within the inbox we are unfortunately delayed with responding to your query. We appreciate your patience with this.
Unfortunately, we would be unable to offer you a reissue of the Parking Charge LU3345972 at this stage. However, your complaint received 2nd August has been referred to our Revenue Management team for further review. They will contact you in due course in regards to the charge. We apologise for any inconvenience caused.
Yours Sincerely,
Charlie
Complaints Handler”
Should I just sit and wait or should I take some other sort of action?
