Where do I start..
I have successfully appealed a ticket through here before but I’m a bit confused how to navigate this PCN as there is no real ‘reason’ for not paying as he was a guest at the hotel.
Partner stayed in a premier inn and received a ticket ‘Failure to pay for full duration of stay ANPR’. He stayed there due to having to be close to work the following morning and he has no valid reason for not paying for the parking he just didn’t pay.
This was 9/5/26, he has now received ‘final reminder’ from DCBL to pay. Where would we start with fighting this?
The letter states we are no longer able to appeal this charge unless we have extenuating circumstances. The next opportunity to dispute the charge would be if the matter was taken to court.

Tried complaining to the Hotel yet? This is plan A as advised in the NEWBIE sticky, which, of course, you have read! If the letter states you can no longer appeal, it is a case of waiting for debt collector letters (ignore) and letter before claim followed by N1SDT claim form, all of which is in the NEWBIE sticky.
