Kingston hospital parking ticket
hi, I was wondering if I could get some help with this please, as I'm not sure if an appeal is possible. The driver took me to hospital due to an emergency and even though there were people without disabled badges in disabled bays, it wasn't possible to get anyone to move. I'd collapsed once and then did again in the hospital so it was a rapid response. The driver was forced to stop the car anywhere they could in order to to take me in. Is it possible to appeal this?

Contact PALS at the hospital tomorrow and explain the circumstances. Ask them to get the charge cancelled.

Interesting that the discount is 50%.Shows it doesn't need to be 40% and there's no reason why it shouldn't mirror local authority PCN discounts (and these postal 'PCNs' should ALL also offer the same discount time: 21 days from service, as in the local authority model for postal notices).
Agree with the above. No paying it.
Complain to PALS, or the NHS Trust CEO (WITHOUT SAYING WHO WAS DRIVING). They can cancel this rubbish, not that that any signage or the letter-chain tells anyone about that option.

Why is it addressed 'To Whom it May Concern'? That's very odd. Is this a Motability vehicle with no name allocated on the V5C?
If yes, do NOT give them a name! UKCPM will be stymied with no name to pursue…
Or is it registered to a company?

Can I just add though, let's be real:
There is no way the driver would have had time to see that the cars (almost certainly legitimately, in my experience) parked in the accessible bays "didn't have Blue Badges". I'm going to say: yes they did.
That accessible bays are widely misused is an urban myth. It's rare.
I'd bet at a hospital, they were all legitimate users, possibly collecting a disabled person (in which case the driver wouldn't necessarily be in possession of the patient's Blue Badge on arrival).
And not only that, UKCPM sometimes run a data-intrusive system whereby they require Blue Badge holders to 'scan' or 'register' their Blue Badge (not just display it) which means taking it off the dash and going to a kiosk or inside premises first, then traipsing back to display the Badge again.
I'm just setting the record straight by saying the absence of a Blue Badge for a moment in time doesn't necessarily mean what you think it does. Most people are not out to abuse disabled parking. That is a myth.
We all need to cut drivers some slack at hospitals and remember you are not the only disabled person entitled to those bays. After all, you are (quite rightly) asking PALS and the NHS Trust to cut you some slack here!
(And the Blue Badge scheme is council only, has no real meaning on private land. A person without a Blue Badge might well be disabled and need the 'reasonable adjustment' of a wider/closer bay, especially at a hospital).

thank you for the advice, yes it is a motability vehicle and there was a driver sitting in their car who was asked to move as they didn't have a blue badge but refused. I will send the email today, thank you!

Motability vehicles have the qualifying person's name and address on the V5c.

Are they ALL addressed 'To Whom it May Concern'?
If yes then ignore them. TOTALLY.
There is no person they can sue. You certainly don't want to give them a name!
Advice would be different if there was a named person on the PCNs.

Ok thank you, I have Horizon tickets all from one location as they aren't picking up the scanned receipt, but also dont accept the receipt as proof and tesco have responded to my complaint sending me back to them, I'll compile and organise as I'm in the process of moving but if there are different ones I'll create different threads
