Bus co's can't manage to provide service now, so no chance of extra busses. Usual excuse is driver shortage. More users than spaces, they get told to wait for next bus. Major storm in media about this a while back.
As to spaces on busses, there are no seats where wheelchairs go, they are just back rests, that the wheelchair is backed up against.

On my local buses three fold down seats are beside the wheelchair backrest.
People can also just stand against the wheelchair backrest or place a buggy in that section up against it while standing or sitting in one of the seats.
The wheelchair still has legal priority over the wheelchair space, and the driver is obligated to ask for that space to be vacated by non wheelchair passengers.

Applies already in Cornwall fortunately.
