APCOA, ZZPS, GCTT, QDR all ignoring the evidence

Hi all! I have been getting chased for a parking offence in October 2025 (Liphook train station). I never received the initial notice and apcoa wouldn't talk to me as it had been passed to ZZPS.

I gave ZZPS my ringo receipt on the day I got the letter (21st Jan 2026), they didn't care and it went to GCTT (18th Feb 2026) so I sent them the email chain and the Ringo receipt, they were silent and it went to QDR solicitors (4th June 2026), who I then gave the email chain and receipt to also and today they told me that apcoa followed the right process and don't have to send the notice again, so I must pay £155. (I responded with the receipt again and pointed out that I had paid for the parking). None are acknowledging the fact that I paid for the parking. I have the emails in order and the 'account on hold' responses are comical because none put it on hold, they responses overlap the parties who are chasing the debt, and it appears they just move it around….

Who do I complain to here? Why are all of these allowed to apply pressure to pay a fine without acknowledging the evidence in hand? Why do I have to chase them to see if it has gone away yet?

Do I literally need to wait until summoned to court to show a responsible grown up the receipt, just to make this go away?

Check that your V5C has an up-to-date address on it, that is the usual reason for not receiving tickets. Other than that sit and wait for a letter before/of claim and take action as per the second post of the NEWBIE sticky. In the meantime, of course, you ignore anything from debt collectors.

Please do not pay the scam. If they accepted evidence like this they would never make any money.

This is unlikely to result in a court claim, if only because the charge was probably a Penalty Charge Notice for breach of the railway byelaws and they can't suddenly change it to a contractual dispute.

You don't have a fine and there won't be a summons. This isn't an offence, and the paperwork is just chasing an invoice.

If you get a Claim Form come back, and of course if you move house you must tell them.

The parking industry is meant to reissue PCNs at the original rate, when they know the first PCN wasn't received.

However, the BPA & IPC altered the Code of Practice with over 30 disingenuous changes, all designed to let their members issue even more PCNs than ever, and not have to reissue or cancel them (as was fully intended in the 2022 Code). And for years they've got away with more and more anti-consumer clauses in the Code.

The Trade Body 'cartel' is a huge part of the problem, as are debt collectors - notoriously ZZPS and QDR - who refuse to invoke the Code (they will not return the file for the PCN to be reissued because they make no money if they do that) and just want the money, splitting the unlawful added £70 with the parking firm when duped people actually pay.

Did/does your logbook still have your old address on it? That's how people miss PCNs.
