APCOA station parking charge - not served in time?
A family member received a parking charge from APCOA at Bedford Station (images below). Using the checker here it seems it may not have been delivered/served in time. Should I advise them to just appeal on this ground?
Incidentally, parking was paid for for that session, they just selected the wrong car in the app.

They appeal as keeper using a template based on no keeper liability due to the pcn not complying with Pofa2012 on relevant land
No blabbing about who was driving or about what happened, especially not the choosing of the wrong VRM

I’d also be complaining to the DVLA that APCOA are misrepresenting their PoFA position in order to mislead the keeper into paying for something for which they have absolutely no liability.

The template in the Newbie thread doesn't make any mention of keeper liability (unless I'm misreading), would something like this still be OK?
I dispute your 'parking charge', as the keeper of the vehicle. I deny any liability or contractual agreement and I will be making a complaint about your predatory conduct to your client landowner.
There will be no admissions as to who was driving and no assumptions can be drawn. Additionally, your PCN was not delivered within the required timeframe, so is invalid.

Needs more meat, especially regarding the fact that it does not mention Pofa2012 at all
Read other recent ( 2026 ) railway appeals on here, see what they wrote, or read other cases where there was no keeper liability due to failing to comply with Pofa2012

Posted too late for keeper liability so the NTK lied about the POFA applying.
Deemed delivered on Tues 28th July = too late. They have misled the recipient about legal liability which is atrocious conduct from a huge/rich and experienced parking firm who normally use non-POFA wording (by choice for all non-railway cases) and APCOA damn well know the difference.
PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

I never mentioned using any template from the newbies sticky thread in announcements, because you are needing a targeted appeal as keeper based on the lack of compliance with Pofa2012, not a generic wide ranging appeal !

The alleged contravention was 13th July 2026. Your Notice to Keeper, dated 24th July 2026, is deemed delivered on Tues 28th July, which is outside of the 14 days required by the Protection of Freedoms Act 2012 Schedule 4 Paragraph 9(5). As such, no keeper liability can be inferred, and I decline to identify the driver of the vehicle. You are also attempting to deceive the recipient regarding legal liability, a complaint will be raised with the DVLA regarding this.
