DCBL - VERY unhelpful!
My daughter has today received a parking fine for stopping at A Zone in Bristol Airport. My Dad had been rushed into hospital for life-saving surgery; I was in Spain and had to get home the same day.
My daughter came to get me, paid to come through the barrier and then when I rang her to say I was on the front, she drove in to get me; she's now received a fine from DCBL demanding £170 because they could not locate her. at her address and had to send letters to the old address.
All of her details, including the V5 are in the address that she has been living at for two years. I phoned to ask where the appeal section was and for a copy of previous letters, and was spoken to like a piece of **** by a very unhelpful receptionist with no people skills!
How do I appeal this, please? I am not paying it without a fight.

DCBL don't issue fines, definitely not for £170. !
Its a powerless debt collectors letter from DCBL, ignore them

Who issued the actual pcn. ( ( their client. ) was it VCS of Sheffield. ?
If her V5c log book is incorrect, she should update her address ASAP with the DVLA, a legal requirement which she could be prosecuted for if not done, so she should do so ASAP , because those letters went somewhere, so check, don't assume ( if she updated her driving licence, it doesnt update her V5c, so physically check it. )
As she is the RK, you are a 3rd party stranger to the legal case, so can only assist her, same as us, a personal assistant, a helper, sorry to say that you cannot be legally involved, but definitely can and should help her with good advice etc

Firstly it’s not a fine. It’s an invoice.
Have a read of the “Newbies” thread and the numerous other airport ones.
When did the incident occur? Was it before the V5 was updated?
Don’t pay any amount.

They only want your money in order to earn the added fee, they arent there to help victims, other than to provide payment options ( they have no powers to alter anything or to cancel the charge. ) never phone debt collectors

Please phone up again and record them.
I am serious, just use two phones with one of them on loudspeaker and the other recording. 😏
I am very keen indeed to get a recording (with data/names removed) of DCB Ltd speaking to a consumer. I'll send it as a case study to the CMA (consumer protection law regulator) who can fine them massively.

DCBL are not Professionals, far from it and they are not fit to be legals.
The Solicitors Regulation Authority (SRA) regulates solicitors in England and Wales.
We wonder what part of regulation do the SRA not understand

Front of hospital or front of airport, they are different, relevant land, and might need to be treated differently.
