3 parking charges - Scotland

Does this new code of practice basically mean they'll have the same rights as in England to chase for pursue legal action? As you said I've always been told if in Scotland just ignore it and to be fair I've always does that with all the charges I've ever received (except local council) and never had issues with them chasing

Should be. It won’t stop the annoying letters and threats, but just ignore them.
Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .
I provide only my personal opinion, it is not a legal opinion, it is simply a personal one. I am not a lawyer.

Lucky us living in Scotland will be subject to very similar rules to those down south. How kind of our little government to introduce this measure.

Little old naïve me thought that Governments did what we (as voters) required them to do; did they ask the voters what they wanted before they agreed to the change in legislation?

I wouldn't say that its the "same " rights, just "similar " rights to pursue an outstanding unpaid Invoice
Why. ?
Because the justice systems are different at the moment, they will probably stay that way in the future too, but what will the Scottish simple procedures staff do when the floodgates open and tens of thousands of claims arrive in their inbox ?
There is a danger that the perception will be a mish mash, as it currently is for the 3 nations
But
The just ignore it advice ( and park wherever you like for as long as you like in Scotland with no repercussions ) is going to be a bad habitual legacy that will catch out thousands of victims in the far north from 2027 onwards
For example, even in England and Wales we see the word "summons" a lot , despite deregulation years ago, it never happens in these private parking company cases , plus we see the legal words fine and penalty too, again not applicable
Changing the mindset of a nation or two ( or 3 next year ) is the hardest thing to overcome, because the fiction seems stronger than fact, we have had 14 years to adapt to the current position, yet generally speaking Scotland residents seem largely oblivious to the changes in that 2019 act by Holyrood, and its implications for them down the line
