ParkingEye
Dear Hive,
My partner took our son to Hollywood Bowl in Oxford and stayed for 3 hours 1 minute. She forgot to sign the car in at reception (which entitles you to 4 hours free). Cue ParkingEye ‘fine’ of 100, kindly reduced to 60.
I’ve emailed Hollywood Bowl asking them to have it cancelled as it was a simple oversight but they replied saying they can’t and to email ParkingEye to challenge it - waste of time I reckon.
What’s my best course of action here?
Thanks in advance

The entity who contracted with Parking Eye can definitely cancel it, which might not be Hollywood Bowl, but plan A is always the best option because Parking Eye are not going to cancel it , so as its the Kassam Stadium and Retail Complex, you complain about it to the landlord, managing agents or the landowner, not the tenant businesses
Primary Stadium Management & Landlord
- The Firoka Group: They retain ultimate control of the physical site, infrastructure decisions, and lease configurations.
The managing agents probably contracted with Parking Eye

Having been in a similar situation (and similarly faced the retailer initially not bothered to help cancel it) - it is absolutely worth pursuing this as option 1.
In my case I found an email for some senior staff, emailed them about the hardship it would cause in a cost of living crisis and that the public had a right to know that they weren't willing to extend even the smallest of efforts to support their customers.
The same day as sending the email, I received a call from the local branch manager asking for the details to get them cancelled, a few days later I received letters from the PPC confirming cancellation.
I was annoyed at first because it just goes to show "we can't help" by retailers is usually "we can't (be bothered to) help".
Plan A should always be to absolutely exhaust your efforts getting the landowner to cancel it - post reviews on google, trustpilot, social media, etc or go into the branch and physically complain (as opposed to just emailing the customer service headquarters, who probably don't have the details of the specific PPC for the branch, and aren't terribly motivated to find out for you). It's still way quicker and easier than working with the PPC (who will only cancel it when pigs fly).

So I emailed the manager of the Kassam Complex who was no help whatsoever. He first demanded to know who had advised me that the landowner had the power to request ParkingEye cancel the fine. Then when I called he then said he couldn’t because it would set a precedent and everyone would abuse the parking and then try to get the fines cancelled. To my explanation that I have three such fines cancelled (all innocent forgetting to register the plate, no overstays) he was deaf, and kept repeating I needed to appeal to ParkingEye directly. It was just a case of ‘computer says no’.
Any suggestions as to where to go from here? I would just ignore the letters but every one incurs a £10 processing fee from my lease company.0 -
As Its a leased vehicle, have they named you as hirer. ?
And have Parking Eye sent you a Notice to Hirer letter in the post. ? ( with your name and address on it, not the lease company details. )

ParkingEye sent me a letter directly to my home address

I have sent emails to Hollywood Bowl and to the Kassam Complex (landowner) asking for cancellations, naming my partner as the driver. Is it too late to message ParkingEye saying that I wasn’t the driver that day or will that not work? Is appealing with them a complete waste of time?

Why aren't you sending the 100% slam dunk winning appeal written by Edna_Basher, as advised?

To ParkingEye?
Honestly, it’s because I’m a little overwhelmed. I don’t know which one to send. Is it this one?
Re PCN number:
I dispute your 'parking charge', as the keeper of the vehicle. I deny any liability or contractual agreement and I will be making a complaint about your predatory conduct to your client landowner.
There will be no admissions as to who was driving and no assumptions can be drawn. Since your PCN is a vague template, I require an explanation of the allegation and your evidence. You must include a close up actual photograph of the sign you contend was at the location on the material date as well as your images of the vehicle.
If the allegation concerns a PDT machine, the data supplied in response to this appeal must include the record of payments made - showing partial VRNs - and an explanation of the reason for the PCN, because your Notice does not explain it.
If the allegation involves an alleged overstay of minutes, your evidence must include the actual grace period agreed by the landowner. Can I delete the last five lines? It doesn't involve a PDT machine, it was failing to sign in the car at the desk

The last thing you do in a Notice to Hirer case is to offer up the driver to the parking firm. PE almost certainly can’t win against the ‘hirer’ because they’ve never complied with the requirements of the Protection of Freedoms Act 2012 to hold the hirer liable (and they’re unlikely to start with your case).
