Tesco Hove, Horizon PCN

Hi, I've received a PCN from Horizon dated 27 July for an 18th July breach - failure to validate. I wasn't aware the rules had changed at Tesco Hove, but I don't go there very often any more. I got it a few days before I went on holiday so stuffed it in my bag and am now dealing with it. I noted the recent comments like above are from Oct/Nov 25, and I read the comments on POPLA appeals that seem quite random. Do previous posts on Tesco Hove hold true please? Is the signage still poor? Obviously I cannot go and check. I have emailed the Tesco store on 2700@tesco.com which was an email I saw in another thread but I would still like to appeal the PCN. TIA

I would "appeal" to Horizon and state you did not see any signage and obviously would have validated if you'd known, whatever that entails, and include your receipt or statement as evidence. Ask them to supply the images of the signage and landowner agreement, or else you will make an appeal to Popla to obtain them.

Tiny chance they may cancel if they have a receipt and are threatened with Popla, which costs them.

No chance of winning at Popla, but worth sticking in any old appeal just to get hold of their so-called evidence.

By way of an update to OP, Tesco WhatsApp may be the way to go.

Yesterday, Horizon rejected the appeal because I was unable to provide evidence that I had shopped in the store. As Tesco originally suggested, I went back to them via WhatsApp, and they responded within two hours to confirm that they will get the PCN cancelled.

I’m currently dealing with a Tesco/Horizon “failed to validate” charge. Another poster successfully got their charge cancelled by contacting Tesco via their WhatsApp channel, so I tried the same. Tesco asked me to appeal to Horizon first and, if unsuccessful, come back to Tesco. This was towards the end of June 2026.

Horizon requested proof that we had shopped in the store, which unfortunately we didn’t have. The PCN is currently on hold while they process the appeal again. If they reject it, I’ll be going back to Tesco, particularly as we have a considerable annual spend with them, and see if they’re prepared to intervene.

"I would "appeal" to Horizon and state you did not see any signage"

Not so fast! It might be non-POFA worded so no saying who was driving.

@MrsPepys you seem to have missed my post in the PPC signs thread, about the improved signage in June/July. My contact took some pics and they finally have an entrance sign and reminders in store.

Do appeal but as keeper and attach the receipt or bank statement. They may well cancel as they had sooo many complaints.

Only say you were an occupant of the car.

Show us the NTK, both sides (refs redacted).

PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
