Euro car park fines

My nephew is a vulnerable person with moderate intellectual disability. (Never officially diagnosed, but went to a ‘special’ school. Now in his mid 40’s). His mum and sister died 2024 and after probate he bought a flat with a parking permit for his car. He doesn't read very well and so just stuck his parking permit paper on his dashboard, (as he does with parking in any car park), and it should be on his windscreen. He is very anxious about the fines, of which he has now received two, and I have reached out to the company asking for help explaining the situation. After my nephew sent me relevant photos, I have told my nephew to put the ticket on his windscreen, so it is good now. I am concerned there will be many more fines accumulating and hope they will see he wasn’t aware of what he had to do, even though there is a sign in the car park and the letter with the Permit on explained. He wouldn’t understand, and I don’t live near to help him. I am elderly myself, but doing the best I can as an analog lady in a digital world. Any other advice please? Many thanks.

Private Parking Companies dont issue fines, magistrates do, which cannot happen with Private Parking cases

He has received 2 or more invoices from a private parking company, so please give the exact name and address of said private parking company below

He should check his lease or tenancy agreement and complain LOUDLY to the management company and get them cancelled ASAP, to prevent further action by said parking company , plan A in the newbies sticky thread in announcements near the top of the forum by coupon mad

A learning disability is a protected characteristic under the Equality Act 2010. Please let us know what reply Euro Car Parks give you. It is likely to be a fob-off, so I suggest you come back and we can formulate a more strongly worded rebuttal citing the Act.

Also worth examining when the flat was originally built. If it is some years back then the lease is unlikely to specify that you are legally bound to enter into any parking scheme when you already have the right to use the space.

Do you have access to the lease document?

Furthermore, what does the parking scheme say about the permit? Does it say that it must be 'displayed' or does it specifically require the permit to be affixed to the windscreen. It would be pretty bad form for an operator to pursue a genuine tenant in a situation where the permit was still 'clearly displayed'.

This could be another case which should be forwarded to the CMA.

Although I would suggest that someone is able to buy a house, pass a driving test and buy a car would be unlikely to be assessed as having a moderate learning disability nowadays.

I’m not saying he doesn’t need help, but he seem be more able than initially suggested. Special schools weren’t just for people with a cognitive impairment so I think you need to be a little bit careful around the Equality Act aspect.

All shall be well, and all shall be well, and all manner of things shall be well.

This just shows how scammers at private parking firms do not manage parking but use contract clauses to extract money from people. A permit on display is a permit on display not being stuck on the windscreen is purely a trap they are using as a try on, was it even adhesive?

I don't think this is Euro Car Parks.

I bet it's Euro Parking Services like this one?

Clearly rogue conduct of the permit was visible on the dash!

Same advice to you as given in that thread.

NO PAYING. NO PANICKING ABOUT DEBT LETTERS. IGNORE THOSE.

Report the parking firm to the CMA and stop reaching out thinking that a notorious 'wild west cowboy' (unregulated rogue sector) parking firm will 'help'!

Please show the scammer's reply if and when they fob you off, and please clarify the company name.

By the way YOU can't contact them. You are a third party. Assume you did this in his name?

Finally please show the scammer's photos and show us evidence of where the permit was visible. Did they take carefully angled pics to hide it and pretend it wasn't displayed?

PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
