Loading Bay
The other weekend I finished a 3 hour drive back to London and - 5 mins from home - had to dart into a McDonald's toilet. This was 11am on a Sunday, roads were quiet and I stuck the car in a loading bay spot. As I left I saw a parking warden and thanked my lucky stars. He was stood some way from my car and made absolutely no attempt to speak to me.
A week later I received a PCN through the post claiming that Civil Enforcement Officer [x] "observed the vehicle identified above and had begun to prepare a PCN for service by fixing it to the vehicle or by giving to the person appearing ot be him to be in charge of the vehicle, but the vehicle concerned was driven away from the place in which it was stationary before the CEO had finished preparing the PCN".
The offence is 23(g) "Parked in a place or area not designed for that class of vehicle (motor cycle bar)
The time of the contravention is given at 10:59.
This is the evidence they have provided. Note the actual offence is parking in a loading only space rather than a motocyle only space. Not sure whether this helps my case.
Any advice from the experts much apprecaited…

Presumably this is a council matter, so I strongly suggest that you post your query over on the FTLA parking forum website after reading their posting requirements first

I would be challenging this because the contravention code is incorrect. The bay only becomes a motorcycle bay at noon, an hour after you left. The CEO misread or misunderstood the sign and used the wrong code. Good luck.

Yep, Contravention did not occur. :)
Always remember to abide by Space Corps Directive 39436175880932/B:
'All nations attending the conference are only allocated one parking space.'

Thanks guys. Have challenged with the below. Fingers crossed.
PCN Number: xxx
Vehicle Registration: xxxI am challenging this Penalty Charge Notice. The alleged contravention is code 23(g) — parking in a bay not designated for that class of vehicle (stated as a motorcycle bay). The recorded time of the alleged contravention is 10:59am on 26/07/2026.
However, the signage evidence you have provided shows that the motorcycle-only restriction at this location applies from 12:00pm onwards. Prior to 12:00pm, the bay is designated for a different purpose. As my vehicle was recorded at 10:59am — over an hour before the motorcycle restriction came into effect — the bay was not a motorcycle-only bay at the time in question, and the contravention as alleged did not occur.
I would ask that this PCN be cancelled on the basis that your own evidence does not support the contravention alleged.
