Parking ticket machine not working
Hi all - apologies for yet another thread, I just wanted to check if anyone can shed any light on my situation.
I parked in ANPR controlled car park - when I went to leave the machine wouldn't recognise my number plate. I found one of the staffed kiosks and the member of staff said they couldn't take payment - but advised me to use the 'payment' phone outside the kiosk. No one answered, despite me trying several times. I found another machine, also wouldn't recognise my number plate.
After a while I gave up and drove off. I then got a NTK, I appealed (they turned it down) - then I went to the IAS (I hadn't read this forum at the time!) who, surprisingly, ruled in the PPC's favour. The PPC is now writing to me again.
From reading lots of the threads on here, it sounds like I am best ignoring them until I get a letter before action, at which point I submit a well worded appeal, but prepare to defend myself if it does go to court, safe in the knowledge that even if I lose, as long as I pay up, there will be no long term, CCJ type implications.
Do I have that broadly right?
Thanks so much in advance for any help!

Yes, correct
Name the private parking company claimant involved

The time for appealing is passed and you've already appealed and lost at IAS, send the usual rebuttal to a letter before action to be found in the NEWBIE sticky. You can then appeal/defend when you receive the N1SDT claim form.

Thanks both!
Is the N1SDT claim for the official court summons? And that should come once I've received/replied to the letter before action?
The PPC is UK Parking Patrol Office
Thanks again

There definitely wont be any summons, because no offence was committed
A Money Claim is instigated via MCOL, in England and Wales, so you would receive an N1SDT court claim pack from the CNBC in Northampton using MCOL, arriving in the post
The LBC ( LoC. ) would come from a legal company like Moorside Legal or Gladstones, before any Money Claim

This is so helpful, thanks so much. Really appreciate it

Please post your appeal and the IAS decision in my IAS Decisions thread this week. I need more evidence that it's not impartial.
Where payment systems are not working, no PCN should be issued at all. UK Parking Patrol Office should never have got DVLA data but the system does it automatically
Please post what we need in my thread now. That's all I ask from you. I am showing evidence to the Government and yours is needed.
And there is action you can take:
You could send a data concern to the DPO at UKPPO, telling them this is a
data complaint and objection to Automated Decision-Making(ADM).Firstly, the ADM caused this: the system automatically and unfairly failed to recognise the vehicle's numberplate for an unknown reason.
The second concern with the wider AI system is that to resolve the issue and to speak to a human, I used the 'payment' phone outside the kiosk. No one answered, despite me trying several times. I found another machine, but this also wouldn't recognise my number plate.
I was at the mercy of ADM by bots.
Then the same system automatically used the electronic interface with the DVLA KADOE system and issued a PCN with no human intervention or any case by case checks, first. This is unacceptable and ADM caused and generated a patently unfair PCN.
Remind UKPPO that they remain the data controller even when using any third party system (if they did) and there is no excuse here. The DUA Act 2025 grants consumers a 'right to object' to data processing.
This is a formal objection about the ADM and if the PCN is not cancelled with an apology, the escalation will be immediate complaints to the CMA and ICO, with my evidence of a lack of open dealing, unfairness and data failure, as well as calling into question UKPPO's appeals and complaints handling.
🙂
PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

As requested, 6 parts of the appeal back and forth (including the judgement) and then the follow up email exchange:

Thanks for that evidence of poor conduct.
Please also post just your appeal and the IAS decision in my 'IAS Decisions' thread this week. I need more evidence that it's not impartial…
And no, it isn't the old thread from 11 years ago that you linked! It is my newer thread of IAS Decisions.
