Times Parking Charge

Help needed please!

I have received a Parking Charge to Keeper from Times Parking.

Incident 13.06.2026

Letter sent 27.07.2026

Site was Liverpool Moorfields Corner.

Photographic evidence states that the car entered the car park 13.06.2026 at 14:19 and exited at 14:31 without paying. Unfortunately the driver was unable to download the app to pay for parking and returned to the car and went and parked in a different car park around the corner.

Whilst the incident is correct, to receive a Parking Charge of £100, reduced to £60 if paid within 28 days is daylight robbery.

Your help on appealing this would be much appreciated, better still, get this charge dismissed.

Thank you in advance.

Having looked at some threads and read some previous appeals, would the following be sufficient?

    Dear Sir or Madam,

Re: Parking Charge to Keeper [Parking Charge number]

I write as the registered keeper of the vehicle to formally dispute this Parking
    Charge to Keeper.

I deny any liability for the charge and deny that any contractual agreement
existed between the driver and your company. No admission will be made
regarding the identity of the driver, and no assumptions should be drawn in
    that regard.

This appeal is submitted solely by the registered keeper. Driver details will not be
provided. Any request for such information will be considered irrelevant to
this appeal and will not be addressed.

As you will be aware, the location in question is subject to statutory byelaws and
is therefore not "relevant land" as defined by Schedule 4 of the
Protection of Freedoms Act 2012. Consequently, keeper liability does not apply,
nor can it be established in these circumstances.

In the absence of keeper liability, any alleged liability of the driver cannot be
transferred to the registered keeper. Accordingly, there is no lawful basis
upon which to pursue me as keeper for this charge.

In light of the above, I require you to cancel this Parking Charge to Keeper. If
you decline to do so, please provide the necessary code and details to enable
an appeal to the Independent Appeals Service (IAS).

Should you choose instead to pursue requests for driver details rather than address
the substantive legal issue raised in this appeal, such correspondence will be
    disregarded.

I look forward to your confirmation that this Parking Charge to Keeper has been
    cancelled.

    Yours faithfully,

    Registered Keeper

Depends what you mean by sufficient

    But

I doubt that the location is subject to bylaws

A bit too over the top IMO. Try this:

    Dear Times Parking

I am in receipt of your PCN number 123456.

The driver entered your car park, could not download the app and therefore left immediately to find a different car park.

No contract exists between yourselves and the driver, as the offer could not be accepted and no consideration was exchanged. Therefore no contract ever existed to be breached.

Your trade body's consideration period is indicative of whether you are permitted to issue a PCN, but it obviously does not override pre-existing contract law.

In light of the above, please cancel this Parking Charge. If you decline to do so, please provide the necessary code and details to enable an appeal to the Independent Appeals Service (IAS).

Much better but I would also finish by drawing their attention to the CMA's Open Letter to the Parking industry last month and tell them to reply properly and not to ask for the keeper's driving licence nor to use their template 'computer says no' rejection wording, laughably relying on the completely irrelevant Elliott v Loake. Clearly the NTK is non-POFA and there was no contract, so crawl back under your stone.

And attach proof of paying for parking at the other place where the system actually worked.

Show us both sides of the NTK. Was it really posted over a month later?

Is it a leased or company car?

PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

  • Hi all, please see below the response from Times parking. Some of the response is completely irrelevant to my response to them, however, happy to have the PC cancelled.

Thank you for the support, much appreciated!

Thank you for your appeal regarding Parking Charge EM********
We would like to advise that this car park is now managed by Times24 UK Limited.
While we have continued to honour payments previously made through the NCP payment system during the
transition period, the designated payment platform for this location has now changed to RingGo as advertised via
signage displayed within the car park.
Having reviewed the circumstances, we can confirm that your Parking Charge has been cancelled and no further
action is required on your part.
