Times24 PCN following NCP takeover

Hi all.

Following advice from other similar threads I thought it best to open my own for advice.

On 29-07-2026 we received 5 PCNs dated from 18-05-2026 to 11-06-2026 to state non payment of parking. For the 5 incidents I paid using the regular NCP app I have used multiple times previously and payment has been taken.

I received letters following ANPR vehicle registration recognition.

I am wanting to appeal this on the grounds of the time it has taken to notify me of this (Upon the NCP app no longer showing this location to me to make payment on a later date than 11-06-2026 on my next visit I asked another person who directed me to new signage I had not been aware of to say use the RingGo app to make payment which I did and have done since).

I regularly use NCP and had no update to confirm any changes.

Please can someone review the below appeal before I submit this and also advise if I need to do this 5 times for each letter or if one will cover them all.

I have been yesterday to check for any prominent change signs and there are none. As you can imagine NCP and Times both use yellow signs and black font. Even appears the Times sign in small lettering is a different shade as if stuck over and the main sign is a different direction to which traffic flows for me to enter.

I have read other threads and hoping I am correct in not naming any driver and just stating vehicle registered owner. However I am unsure of how much evidence to provide in my initial appeal such as NCP app receipts and photographs of the signage from yesterday.

It appears mine relates to issues others on here are having also such as ScouseLad and MrCheese1878

Current appeal wording from reading others:

I am writing as the registered keeper of vehicle registration xxx xxx to formally appeal Parking Charge Notice xxxx relating to an alleged parking event on DD/MM/YYYY.

I dispute this parking charge notice for the following reasons:

  1. Notice to Keeper issued outside the required time-frame.

No windscreen Parking Charge Notice was issued at the time of the alleged parking event. This was an ANPR recorded event, and this Notice to Keeper is the first correspondence received regarding this matter.

The alleged parking event occurred on 18-May-2026, however the Notice to Keeper was not issued until 23-07-2026 and received on 29-07-2026.

As no Notice to Driver was issued, any attempt to hold the registered keeper liable, must comply the requirements of Schedule 4 of the Protection of Freedoms Act 2012. The Notice to Keeper appears to have been issued outside the required 14-day period, therefore keeper liability has not been established.

  1. Parking payment was made.

During the alleged dates of non-payment, payment was made using the payment method available at the time.

The NCP Parking application was used for the instance/s and payment has been taken for this period. There has been no intention to avoid payment. Genuine attempts to comply with the parking requirements have been paid and payment has been taken.

Evidence can be provided of both the receipts on the NCP app with the date/s mentioned in the Parking Charge Notice and payments from bank statements taken.

Upon the NCP app location no longer being in use, RingGo has since been used as the known payment source since this date.  This further shows that payment has been taken and continued at the same location once NCP option had been withdrawn.

Evidence is also available of dates parking at this same location since this time and all payments have been made.

3a. Change of Parking Operator/Payment Arrangements.

Now Times24 UK Limited has taken over the previous NCP management, any issues arising from changes to payment systems, operators, or accepted payment methods should not result in motorists who attempted to and have paid, being unfairly penalised.

3b. Material Changes – Notices.

Where there is any material change to any pre-existing terms and conditions that would not be immediately apparent to a driver entering a controlled land that is or has been open for public parking, the parking operator must place additional (temporary) notices at the site entrance for a period of no less than 4 months from the date of the change making it clear that new terms and conditions/charges apply, such that regular visitors who may be familiar with the old terms do not inadvertently incur parking charges.

I request that you provide evidence of:

  1. The date Times24 UK Limited took over management from NCP of this car park.
  2. The date the NCP payment facility ceased to be valid.
  3. The signage displayed at the time of this alleged event/s.
  4. Evidence that motorists were clearly informed of any changes to payment arrangements.
  5. Evidence this signage was prominently displayed for a minimum of 4 months.

  1. Multiple Charges Issued Retrospectively.

A total of 5 Parking Charge Notices have been received together; all letters are dated 23-07-2026 and received on 29-07-2026.  Alleged events occurred between 18-05-2026 and 11-06-2026.

Had the first alleged issue been communicated promptly, the situation could have been identified and corrected immediately.  Instead, multiple charges have accumulated before any notifications were received.

I believe this to be unreasonable and disproportionate, particularly as payments were being made, car was parked within the time constraints of this payment, and no attempt to avoid payment.

Considering the above, I request the 5 Parking Charge Notices are cancelled.

If you reject this appeal, please provide:

  1. The full evidence relied upon.
  2. A copy of the contract showing your authority to issue charges at this location.

I look forward to confirmation that this and all 5 charges have been cancelled.

Yours faithfully

Registered Keeper of vehicle XXXX XXX.

Thanks for the "Times Parking" signs but it's the signs with the terms and conditions on which are important.

"appears mine relates to issues others on here are having also such as ScouseLad and MrCheese1878"

    Yes, good research.

Have you spotted from some threads this month, that Times24 are now unreasonably replying to keeper appeals telling you that you must cough up a pic of your photo driving licence?

    Don't! Read those threads too.

And how wordy is the small print on that sign?! Inadequate contract, as well as the lack of the Code of Practice mandatory (and extra) 'NEW TERMS: CHANGE OF APP / CHANGE OF PARKING MANAGEMENT' signage.

PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Nice result but the PCNs should never have been issued. You won't be the only one.

Wonder how many payments similarly affected by this 'technical issue' will either continue to be pursued by debt collectors and even have been paid and not likely refunded.

Times24 have basically phoenixed from NCP and should be investigated for how they are handling this 'technical issue' in all other cases where people have paid, or ignored the invoice.

It's like they have 2 brain cells between them which are competing for third place.
