    They wont, the OP is the one cancelling it in effect not the insurer, the insurer would be happy to continue cover if the OP decided to abandon their building works plans.

    NCD is a relatively minor consideration in home insurance with only some applying such a thing, most instead go with the alternative approach of how many years have you continuously held insurance and how many claims in the last X years instead.

    If the OPs current insurer does to NCD and their next one also then in principle they would lose the X months towards their next full year but the majority of insurers max out at 5 years NCD on home and so the majority have max NCD so the loss of a part year means nothing.

    To the OPs original question, you would normally approach a broker though some MGAs will write it (and some may mistake a MGA as an insurer)
