My question was meant to be interpreted as a bit tongue in cheek and intending to question some of the, true or otherwise, stupid and not thought out things being released at times.
My Classic car, MoT exempt, has drums all round. If that rumour were true, and the car presented for test, it would be rather difficult to check the discs and pads!

Most drums have an inspection hole at the inner, which is/should be typically sealed with a bung. I am guessing they will make allowance for drums, in that if a new rule is brought into place to allow wheels to be removed to properly inspect discs, then it will also allow bungs to be removed to inspect drums.
But since the MoT has NEVER allowed any dismantling of the car to complete the test (they don't even remove baby seats, etc) until I see some kind of official link, I don't believe it either.
