Smart Parking PCN issued 16 days after the event

Hi

I received a Parking Charge Notice from Smart Parking. On this occasion the parking fee was paid (for 24 hours) but I believe a typo was made on the machine when entering the reg. The ticket has been binned as it was a while ago and heard nothing.

On Monday 27/07/26 this NTK arrived in the post, but the Issue Date was 22/07/26 which is 16 days after the parking contravention. Am I right in thinking this is a violation of the POFA Schedule 4 as they have 14 days to establish registered keeper liability?

Just appeal saying you believe there might have been a minor keying error and ask Smart for a part-redacted payments list which shows the close match VRM. Remind them that they must cancel the PCN if a minor keying error is identified and that the onus was on them to do human checks to find close matches and not to issue a PCN at all.
