Overpayment on Estimated Heat Bill for 8 Years - England

I know nothing about E.on heat.
You say low usage but are you saying e.on charging you more than you used but what about daily standing charges?
If you put up some bills(details redacted) it will help people give better answers.
You have been there 8 years have you asked the neighbours if they have been having the same issues?
Also are you with another company for your electric as you have no gas and is that side of things ok?

To get an overpayment back, you first have to prove (or at least strongly indicate the presence of) an overpayment. What have you done to do that?
I suggested a solution in the first response to your post.

20 kWh - 1kWh/day - suggests to me that the heat network bill doesn't cover all of your hot water.
Even my low flow eletrcic shower - would use 1kWh - in about 6.5 mins.
My summer use bills total can be as low as 150kWh - more typically c180kWh - and my best estimate is about 2.5 kWh a day of thats hot water tank for general use / electric shower. In winter - over 3kWh.
My winter use total more like 550-600 kWh in coldest months - c12-15 kWh / day for space heating - but thats on low (16C LR, 14C rest temps) however again a modern flat - with neighbours heat above / below - could be quite minimal difference from summer use.
[My friend - who lived in a modern flat with neighbours above and below and south facing lounge - said he spent more running AC in summer than he did on winter heating - seldom switching his on — so too him - my pattern would be alien. And so could be even the lower use number above was real for you]
Hence we go back to any long term evidence over the 8 years - of your personal use.
If the meter ever automatically or you manually recorded readings - ideally what we need is a 12m period or at least winter months - energy consumption - from actual measurements from the presumably at one stage working meter.
