There's enough of the waste pipe protruding for it to be held firm whilst the new elbow is put on - or at least to monitor its movement when doing so. Having said that, the existing elbow looks to be a solvent type, so that is likely to need being cut off, so that will shorten the pipe. But, now that you are aware of this potential issue, you can advise the chosen fellow too.
Honestly, I have no idea who to suggest! All the advising 'regulars' on here could do this job as easily as falling off a flat roof, so anyone calling themselves a 'handyperson' should be able to do so too. All I can suggest is that you explain the job when you call them, and check their response - do they fill you with confidence?
